That quote was about as unfunny as they get. What tends to happen in bad times, though, is that humor comes flooding out of the darkness.

Back in school, we read Candide, an eternal optimist who, several hunderd years ago, traveled the globe in the company of a female chaperone, the one-buttocked Cunégonde. He witnessed the auto da fe burnings and tortures. And the lunacy of Rules of War. He tried to see the positive in it all. Can't recall what, but he did make us laugh.

Catch 22 was a modern example of the lunacy that man gets entrapped in during war time. Can't fly if you are mad, but if you ask not to fly because it is making you mad, then you can't be totally crazy else how would you know you were mad.

I guess the quote from the UN was a mish mash of rules of war. By definition there needs to be a concerted effort to warrant a crime as "genocide", but until systematic wanton murder gets to massive figures, it stays as murder. That is alright then. As long as we know the nuances of death, we can all sleep well at night.
