The tower block is real but the masts you see are an architectural attempt at emulating the old docks right in the middle of Bristol, UK.
Some observers would say that putting the middle of Bristol under 10 feet of water would be a great improvement. Maybe in a few decades, with global warming, that will be the reality and the architect can put his mind to designing things that serve a real purpose.
